The modeling and simulation (M&S) of Directed Energy phenomena, devices, systems,
engagements, and missions is expanding in importance as DE systems are being
developed and acquired. This is especially true now that several DE systems are entering
the formal acquisition and development process. The heavy dependence upon M&S throughout
the lifecycle of modern systems makes M&S critical to transition and acquisition success.

The scope of this conference encompassed:
- High energy lasers (HEL) and high power microwaves (HPM)
- Live, virtual, and constructive M&S
- Physics and engineering, engagement, mission, and campaign level M&S
- Unclassified and classified topics
- Government, academic, and industry viewpoints
- M&S technology and modeling techniques
- Model fidelity assessment
- DE M&S in test and evaluation

- Attendance at all sessions is limited to U.S. citizens with a classified visit request

Call for Papers
The DE M&S Conference Technical Program Committee is soliciting contributed papers and
poster papers to be presented at the Conference in areas outlined under scope above. Special
consideration will be given to papers that relate the above technical areas to the role of M&S
in the technology transition process. In addition, papers are solicited for several special sessions:

- DE Systems Engineering: A session for Systems Engineering will be devoted
to the application of the systems engineering process to the development of DE systems.
DE Systems provide unique challenges to the systems engineer as the capabilities of the
technology must be balanced with the requirements and the constraints inherent in DE weapons.
Papers and presentations describing past, current and future programs are invited, especially
those discussing the role of modeling and simulation in the systems engineering process.
- DE Subsystem M&S: A special session will be devoted to concept modeling and trades for
DE weapon subsystems such as electrical power generation, conditioning, & storage, platform
integration, and thermal management. Requirements, performance, risk, volume & mass scaling,
and cost estimation are of special interest.
- Solid-State Laser (SSL) M&S: Papers and presentations addressing physics and system-level
modeling of bulk and fiber SSLs are invited. Interest is in modeling techniques, anchoring of
system-level to physics-level models, model fidelity and speed, and VV&A. Incoherent and
coherent beam combining and atmospheric propagation are also of interest, as are system-level
modeling of size, weight, electrical power, thermal management, and performance.
Submissions
Abstracts
Abstracts must be unclassified and are due 26 October 2007 for consideration
in the Beam Control Conference.
Abstracts should include: paper title, description of the paper (250-word
maximum), authors' names/organizations, lead author contact information
(telephone, email, and fax), expected classification of the presentation
and paper as well as the expected distribution restrictions. Abstracts
should be submitted in electronic form, preferably by email, to

Although they will be accepted as late as 16 November, early submittals will be given
special consideration. Authors will be notified on or before 30 November 2007 of
acceptance of their paper for presentation and/or publication.
Presentation
In order to assemble the presentations for the conference in a timely manner, authors are
requested to submit the sponsoring Program Office approved version of classified (and
unclassified) presentations no later than 8 February 2008.
Authors are requested to submit presentations on electronic media (CDs preferred) with
the accompanying presentation release form (completely
filled out and signed) to the address below. (This MS Word form can be completed electronically,
then printed for signature and mailing.) It is the responsibility of the lead author to
obtain all approvals and releases for presentation. All submitted materials must be
appropriately marked for security classification, including unclassified presentations as
well as identification of any distribution restrictions. The expected classification of
presentations and papers can only include Unclassified, Limited Distribution, Secret,
and Secret NOFORN. In addition, each of these classifications can include Export
Controlled, if required. Also, please identify the presenter (if different) and
update contact information.
Microsoft PowerPoint format is preferred. Please identify the application of any movies
or embedded files. The presentation should be appropriate for 30 minutes of presentation
(including questions). Font sizes should be large enough for those in the back of a large
auditorium to read.
Unclassified presentations should be mailed to the address listed below
for the "Inner Envelope". Classified presentations should be mailed as follows:
- The classified brief should be mailed inside two sealed envelopes.
- Each envelope should have a return address.
- The inner envelope should be marked with the correct classification level both front and back.
- The outer envelope should not have any classification markings.
- The addressee for each of the two envelopes should be

Papers
Authors are encouraged to submit papers as well as presentations. Papers will be published as part
of the Conference proceedings, and unclassified papers will be forwarded to the Journal of
Directed Energy for consideration.

Security
Classified materials must be marked In Accordance With DoD 5200.1-R, Sections 5.2, 5.3 and 5.4 and
Executive Order EO 12958 "Classified National Security Information," dated 23 March 2003.
Classified Documents
Mark each section, part, paragraph or similar portion to show highest classification level of the
information in that particular portion. Place markings in parenthesis and at the beginning of the
portion. Mark subject and title lines after the portion. Mark illustrations, charts, and graphs
within or next to the portion.
Overall Document Marking
Indicate highest level of classification of information within the document on the top and bottom
of front cover, title page, first page, and on the outside of the back cover or last page.
Page Marking
Place the overall page marking at the top and bottom of each page containing classified information.
Spell out the appropriate classification, e.g., CONFIDENTIAL or SECRET. If possible, use upper case
letters larger than normal page text.
Distribution
Distribution statements of technical documents must be identified in accordance with DoD Directive 5230.24,
Paragraph 6. Papers with distribution statements A, C, and X are encouraged to facilitate publication of
the technical data in the proceedings.
Presentations at the HPM Systems Conference will be limited to those personnel with a proper visit
request, clearance, and a need to know on file at the conference. All presentations must have an
authorized distribution statement on the first page. Presentations containing Distribution
Statements B and E will not be presented at the HPM Systems Conference.
Primary distribution of the proceedings is to attendees with cleared facilities.
All papers must have an authorized distribution statement on the first page. Papers containing
Distribution Statements B, E, and F will not be published in the HPM Systems Conference proceedings.
Previous Directed Energy Modeling and Simulation Conferences
The Fifth DE M&S Conference was held in Monterey, California on
19-23 March 2007. M&S sessions included HEL Systems and Assessment, HEL Modeling Techniques,
Test Modeling, DE Wargaming and Employment, and HEL Weapon Subsystem Integration. The proceedings
from all previous M&S Conferences are available for purchase.
