Directed Energy Effects Mitigation Conference 2010

The mitigation of the effects of Directed Energy is an active area of research and development. The Directed Energy (DE) Effects Mitigation Conference strives to bring together members of the DoD and DoD contractors interested in techniques for mitigating the impact of Directed Energy on US weapon systems and personnel. This third annual DE Effects Mitigation Conference was held on 12-16 April 2010 in Monterey, CA as a part of the DE Systems Symposium.

  • Attendance at all sessions was limited to U.S. citizens with a classified visit request on file and who are employees of the U.S. government or its contractors.

Proceedings

The DE Effects Mitigation Conference will publish all submitted presentations and papers that have been properly released by a sponsoring government agency and have proper classification markings. The proceedings, included as part of the DE Systems Symposium proceedings, will be organized as follows to allow for maximum distribution of the technical data:

  • Unclassified / Distribution A (Public Release)
  • Unclassified / Distribution A and C
  • Unclassified / Distribution A, C and D
  • Secret / Distribution C
  • Secret / Distribution D

    Submission Instructions

    Papers
    Authors are encouraged to submit papers as well as presentations. Submitted papers may, upon author approval, be forwarded for consideration by editors of the Journal of Directed Energy, a peer-reviewed publication.

    Papers are due on or before 9 April 2010 and should be submitted in either Microsoft Word format (preferred) or Adobe Acrobat format (PDF file). Specific format instructions are described on the DEPS conference paper format page. Include full information (including address, phone, fax, and email) for corresponding author. It is the authors' responsibility to ensure that the paper has not been published, nor under consideration, elsewhere.

    Mailing Instructions
    Electronic submissions are preferred. Submit unclassified papers and presentations by email to DEconference@deps.org. Classified papers and presentations can be sent via SIPRNET to noel.montgomery@afmc.af.smil.mil and karl.sickendick@afmc.af.smil.mil. Alternatively, you may mail a CD containing your paper/presentation to the address below.

    Be sure to also submit the appropriate release form(s) found below.

    Release Forms
    Release forms will be required for materials to be presentated at the DE Effects Mitigation Conference and for papers to be published in the Conference Proceedings. These Microsoft Word release forms can be completed electronically, then printed for signature and submission. Submission instructions are provided on the form itself. Release forms are due at the same time as the papers/presentations. Note that poster papers are considered presentations and the presentation release form should be used in those cases.

    Security
    Classified materials must be marked In Accordance With DoD 5200.1-R, Sections 5.2, 5.3 and 5.4 and Executive Order EO 12958 "Classified National Security Information," dated 23 March 2003.

    Distribution
    Distribution statements of technical documents must be identified in accordance with DoD Directive 5230.24, Paragraph 6. Papers with distribution statements A, C, D, and X are encouraged to facilitate publication of the technical data in the proceedings.

    All presentations must have an authorized distribution statement on the first page. Presentations containing Distribution Statements B and E will not be presented at the DE Effects Mitigation Conference.
