The Eleventh Annual Directed Energy Symposium brings together researchers, managers, and policy makers from government offices, DoD, DoE, and other national laboratories, program offices, the intelligence community, industry, universities, and other scientific and engineering institutions for discussions of current programs, technology efforts, and the future of Directed Energy. This annual Symposium provides a forum for the exchange of technical information in fields related to the development, testing, and fielding of High Energy Laser (HEL) and High Power Microwave (HPM) systems.

Hawaii contains the headquarters of several major military commands. The planners of the Eleventh Annual Directed Energy Symposium expect to involve these commands in sessions of the Symposium to foster communications between the Directed Energy Community and these warfighters. More details will be available when the Symposium schedule is published.

Call for Papers

Please note that the abstract due date has been extended to 31 July, 2008.

Contributions are solicited for presentation at the Symposium from all areas relevant to Directed Energy (DE). The Symposium Program Committee will select contributions for inclusion in the technical program based on submitted abstracts. Since this year's Symposium will be held on the island of Oahu Hawaii, the home of USPACOM Headquarters, the program is being organized with a particular emphasis on Directed Energy Warfare, Directed Energy military utility, and transition issues associated with Directed Energy. In addition, the Program Committee will again organize several Focus Sessions on specific topics. Each Focus Session will feature various aspects related to the focus topic, to include military utility, technical basis, past technical accomplishments and disappointments, and future technical requirements. Contributions on other topics are also sought and will be considered for presentation.

Best Paper Awards

The Best Paper awards are made at each Symposium to the authors of selected papers in each of three categories: Best HEL Paper, Best HPM Paper, and Best Student Paper. These awards are based on the technical quality, importance to the future of DE, and clarity of the selected papers, as judged by the DEPS Board of Scientific and Engineering Advisors. Note that presentations are not considered for awards, just papers. To be considered for the student paper awards, the student must be the first author of the paper and the presenter at the Symposium.

The awards include a plaque and a monetary award, underwritten by L-3 Communications, a DEPS sponsor. Awards are announced at the subsequent Annual DE Symposium, so the winners of the 2008 Best Paper Awards will receive their award at the 2009 Symposium.

Symposium Student Session

There will be a Student Session at the Symposium, chaired by Mr. Don Seeley of the High Energy Laser Joint Technology Office. This session has several purposes beyond just the communication of research results to interested Symposium attendees. One is to let the JTO sample the work being pursued by students, especially those that it supports by internships or scholarships. Another is to permit students to make presentations in a presumably less daunting environment. A student may make the same presentation in the student session and in a general Symposium session. For those students, participation in the Student Session can serve as a final dry run; the session will be scheduled early in the Symposium.

We also encourage students to make presentations in the Directed Energy Education Workshop, partly to brief the results of their research but also to discuss their experiences as student researchers in DE. The deadline for these abstracts is 15 September.

Student presenters will be admitted to the Symposium without paying a fee. Students who volunteer for a day of service such as operating AV equipment will be free as well. There is no registration fee for the Education Workshop for any attendees. Any student can attend the Symposium short courses free.

Submissions

Abstracts must be UNCLASSIFIED, written in the format described below, and received no later than 31 July 2008. Abstract publication is optional. If you wish to have your abstract published, you will need to complete an Abstract Release Form and submit with the abstract. Abstracts must include the following information:

  • Title
  • Authors’ organizational affiliation
  • Authors’ postal and email addresses
  • Oral presentation or poster session preference
  • Short synopsis of paper (500 words or less)
  • Expected classification of the contribution(s) (Unclassified Public Release, Unclassified Limited Distribution C, or Secret)
  • If the paper is submitted to address one of the Symposium Focus Sessions also indicate the proposed topic.
Abstracts should be submitted as electronic files (Microsoft Word or PDF) to the Program Committee at Symp08@deps.org and should use the following naming convention: last-name-of-first-author_abstract_2008. For more than one submission, insert #n after the last name of the first author, where n is a sequential number.

The Program Committee will inform authors by 8 August if their contributions are selected for inclusion in the Symposium Technical Program. Detailed submission instructions, as well as necessary release forms, will be available at that time.

Contributors are encouraged to submit papers as well as their presentations. Upon author approval, papers will be forwarded for consideration by editors of the Journal of Directed Energy, a peer-reviewed publication. Presentations will be due by 31 October and papers by 17 November.

Student Abstract Deadlines
The deadline for student abstracts for the Symposium will be 15 August. We can guarantee an accepted student abstract can find a home in the Student Session. Participation in the appropriate Symposium topical session cannot be promised but will depend on the availability of space in the session schedule. Earlier submissions will make it more likely that student presentations can be accommodated in the general sessions. Student abstracts must follow the same format and submission instructions as other Symposium abstracts, but the presenter must be identified as a student. Students should indicate in a cover letter whether they want to participate in the Student Session, the general Symposium technical sessions, or both.

Release Forms
All presenters are required to submit a Presentation Release Form, due by 31 October. There will be three levels of proceedings published from the Symposium: open (distribution limitation A), unclassified but limited (distribution limitation C) or classified up to secret. Presenters may elect to have their presentations appear in the appropriate Symposium proceedings by selecting this choice on the form.

Authors of abstracts may choose to publish their abstracts in the proceedings but will have to submit the Abstract Release Form by 10 November.

Presenters are encouraged to submit papers based on their presentations to be published in the appropriate proceedings. The Paper Release Form must be submitted for each paper by 10 November.

Location and Accommodations

Most Symposium events will be located in the Sheraton Waikiki in Honolulu, Hawaii. Some sessions will be held at off-site locations.

All classified session participants must be U.S. citizens with a minimum of a SECRET clearance.

Identification

Individuals must have a valid government issued identification (ID) card; Common Access Card (CAC), other military or civilian identification, driver’s license, or U.S. passport. This ID card will be presented along with the DEPS issued badge daily for classified session access.

Personal Electronic Devices (PEDs)

No PEDs will be allowed in the classified sessions. This includes cell phones, laptops, blackberries (or any other personal secretary devices), recording devices, cameras, pagers, etc. Turn-in and storage of these items will be provided at the security check in station. Personal bags (purses, briefcases, etc.) are subject to inspection by assigned security personnel.
