Progress in the development and application of high power RF directed energy weapon (DEW) technologies for military missions will be explored in this conference, the sixth in a series of DEPS conferences specifically devoted to high power RF.
Defence Academy campus at Shrivenham
The program of this joint US/UK conference will be organized around six focus areas emphasizing topics of interest to the community:

  • RF DEW Technologies
  • RF DEW Effects and Testing
  • Protection Against RF DEW
  • Overarching Issues (Legal/Policy/Doctrine)

This conference is specifically designed for SECRET US and UK discussions and presentations and participation will be limited to U.S. and U.K. citizens with the proper visit request on file.

Location & Accommodations

The technical sessions of the Conference will be held at the Defence Academy of the United Kingdom, Shrivenham, which lies between Swindon and Oxford, west of London. Travel information can be viewed here.

The conference hotel is the Swindon Marriott located on Pipers Way in Swindon, SN3 1SH United Kingdom. A block of hotel rooms at reduced rates have been set aside at this hotel for Conference attendees. Contact the hotel at +44 1793 512 121 (phone) +44 1793 513 114 (fax) and request the reduced rate. You may also use the online reservations system to receive the reduced rate. Please make your reservations early; the block of rooms is first come, first served and will expire 3 weeks prior to the conference.

Bus transportation will be provided between the hotel and the technical sessions. Driving personal vehicles to the technical sessions is strongly discouraged, due to access delays and very limited space for parking.

Companions

Companions are always a welcome addition to any DEPS meeting. To encourage them, we will offer a companion meal option which includes breakfast Tuesday through Friday and attendance at the evening reception. (We regret that security requirements at the facility will prevent companions from joining us for lunches.) Companion meal tickets can be purchased as part of your event registration (below) or separately using this form.

Registration fee includes participation in all technical sessions, a copy of the conference proceedings, breakfast, lunch, break refreshments, and the evening reception. Registrants may join DEPS for $50 at the time of registration and receive the member registration fee. All attendees will be required to submit clearance information; details will be posted here soon.

Short course registration includes participation in the classroom activities, student materials, refreshments, and Continuing Education Unit (CEU) credits.

Persons requesting cancellation through 16 August will receive a full refund. Cancellations after 16 August are subject to a $100 cancellation fee. There will be no refunds after 6 September.

Security

Participation in the RF Directed Energy Weapons Conference is limited to U.S. and U.K. citizens with the necessary visit request on file. Please read below for details on submitting the necessary requests for participation and the taking of notes during the conference.

U.S. Citizens     U.K. Citizens

U.S. Citizens:

1. Submitting Papers and Presentations

It is the author’s responsibility to obtain approval for the release of their work from their Foreign Disclosure Officer. This process can take up to 30 days to allow for review, amendments and re-review. Authors are also required to complete a release form and submit it through their Session Chair.

2. Security Clearances

All US visitors attending the conference must complete a Request for Visit (RFV) which must be submitted by 9 August 2010. This MS Word form can be completed electronically, saved to your local machine, then submitted as detailed below. The form has been partially completed (fields 3, 4, 5, 6, 7 and 8). Please complete the remaining fields (fields 2, 9, 10 and 12) requiring personnel information. Directions for completing the RFV are available here for guidance.

  1. Military and Government Personnel: Please submit the form to DAOVisits@state.gov. The POC for Security Clearance requests is the U.S. Army Admin Assistant at commercial 44-207-894-0669 or 44-207-894-0322 (5hrs ahead of EST).

  2. Contractor and Academics: Please submit the form to US Defense Industrial Security Clearance Office (DISCO) by FAX 614-827-1651. Questions can be asked at 614-827-1650.

3. Authority for Foreign Travel

Each organization has different requirements before it allows its employees to travel overseas on official business. Please contact your security officer for further guidance.

4. Classified Notes

The Conference will provide the opportunity to make classified notes during the presentations. If you would like to take classified notes, please provide an external and internal mailing address, a POC and a cage code and the notes will be sent to you after the event. Fields are provided on your registration form.

5. Classified Proceedings

The Conference will provide a copy of the presentations on a CD for attendees to review afterwards. If you would like a copy, please provide an external and internal mailing address, a POC and a cage code and the CD will be sent to you after the event. Fields are provided on your registration form.

For British Citizens:

1. Submitting Papers and Presentations

It is the author’s responsibility to obtain the appropriate security clearance from the organization that sponsored the work. For instance, if the work was funded by the MoD, then clearance can be obtained from Dr Martin Hubbard, Capability Advisor RF-DEW and NLW, DSTL (MHUBBARD@mail.dstl.gov.uk). Conversely, if funded by a University or private company, then the author should follow that organization’s policy.

2. Security Clearances

All British Citizens attending the conference should have a valid Security Clearance (SC) provided by the Defence Vetting Agency. The details you provide at conference registration will be used to confirm the extant of your clearance and verify that you can attend.

If your Security Clearance has lapsed, then you must reapply to the Defence Vetting Agency. The current timeline is 30 days for a routine request and further details about the process can be found on the DVA Website.

3. Classified Notes

The Conference will provide the opportunity to make classified notes during the presentations. If you would like to take classified notes, please provide a mailing address to a facility certified to handle and store classified and the notes will be sent to you after the event. Fields are provided on your registration form.

Call for Papers

Note: Abstract due date has been extended to 30 April 2010.

Contributions are solicited for presentation at the conference from all areas relevant to RF DEW. The Conference Program Committee will select contributions for inclusion of the technical program based on submitted abstracts. Among areas of special interest are: counter-electronics, counter-IED, engine stopping, and non-lethal counter-personnel. Contributions on other high power RF DEW topics of mutual interest to the US and UK are also sought and will be considered for presentation. Please see the Overview above for the list of conference focus areas.

Abstract Submissions

Authors must seek permission from their respective organization to release their work to the UK/US Community prior to submitting their Abstract. Abstracts must be UNCLASSIFIED, written in the format described below, and received no later than 30 April 2010. Abstracts must include the following information:

  • Title
  • Author's organizational affiliation
  • Author's postal and e-mail addresses
  • Oral presentation or poster session preference
  • Short synopsis of paper (500 words or less)
  • Expected classification of the contribution(s) (Unclassified Public Release, Unclassified Limited Distribution C, or Secret)
  • Appropriate Symposium Focus Session/s.

Abstracts should be submitted as electronic files (Microsoft Word or PDF) using the following naming convention: last-name-of-first-author_abstract_2010. For more than one submission, insert #n after the last name of the first author, where n is a sequential number.

Authors will be informed by 21 May 2010 if their contributions are selected for inclusion in the Conference Program.
