Future Lethality and Force Mix of Directed Energy Weapons

Development of emerging technologies follow a path characterized by Technology Readiness Levels (TRLs). Often this development is stymied as late as TRL 6-7 (out of 9) – a “Valley of Death” where factors external to “makers” of these technologies abate or stop their growth. Transcending this valley requires consideration of “users” – the warfighters that require practical applicability to relevant problems in a manner that has sustainable lines of development (DOTMLPF-I/P). Further, development of user concepts, standards, procedures and TTPs that are constrained by framers, such as legal, policy, and doctrinal development.

With the nascent implementation of directed energy weapons (DEW), multinational forces have not fully explored their implications on the force, specifically:
—How are we going to fight with DEW capabilities, and do we need to adapt and design the future force to fully maximize the realization of the opportunities and benefits DEW can offer?
—What are the implications across the DOTMLPF-I/P Lines of Development resulting from the introduction of DEW in the multinational force mix?
—What can be done to mitigate DEW effect to the Blue Force operations?

Using clear military challenges, we will assess DEW concepts of employment and operation versus what is technically achievable develop concepts and assess the implication of those concurrent concepts.
