Overview

Directed energy (DE) is an important and expanding technology area for the military. Taken to include High Energy Laser (HEL) and High Power Microwave (HPM) systems, DE is creating a new class of weapons. Military test and evaluation (T&E) is currently adapting to these radically new technologies. New measures, methods, and facilities are required for adequate T&E of these systems.

The purpose of this eighth annual conference is to continue exchanging insights, experiences and ideas regarding DE T&E. As major DE systems progress through the various phases of T&E, critical questions arise regarding our ability to perform appropriate and affordable T&E. In addition, important issues regarding the vulnerability of other, more conventional systems are also of great interest to the DE T&E community. This conference will provide a forum to discuss the current and future issues facing DE T&E.

Proceedings

The DE T&E Conference will produce unclassified, public release proceedings. These will automatically be sent to all registrants except those who indicate they do not wish to receive them. After publication, the proceedings will be available for purchase on the DEPS Online Store.

Location & Accommodations

The DE T&E Conference will be held at the Hyatt Regency Albuquerque, located at 330 Tijeras Ave NW, Albuquerque, New Mexico 87102. Classified sessions will be held at an off-site location and bus transportation will be provided.

A block of rooms has been set aside at the Hyatt at the Albuquerque Government Per Diem Rate. Contact the hotel directly at (505) 842-1234 and request the DEPS rate when making reservations. The room block is good through the start of the conference.

Take University Blvd. north (right) out of rental facility. Go west (left) onto Sunport Blvd. Proceed to I-25. Travel north to Dr. Martin Luther King Avenue exit. Proceed west on King to 6th Street. Turn left. Follow 6th Street to Tijeras Avenue. Turn left. Hotel is on Tijeras on right.

Your registration includes attendance at the technical sessions, a copy of the proceedings, attendance at receptions, breakfast, lunch, and break refreshments. Student registrations do not include lunch; however, lunch tickets can be purchased for $25 each. Registrants may join DEPS and/or ITEA at time of registration and qualify for membership registration fees.

Short course registrations include participation in the classroom activities, student materials, refreshments, and Continuing Education Unit (CEU) credits.

Persons requesting cancellation through 13 July will receive a full refund. Cancellations after 13 July are subject to a $100 cancellation fee. There will be no refunds after 6 August.

Exhibits

Commercial and government exhibits will be an integral part of this event. Ten by ten foot exhibit spaces will be available as well as a limited number of six-foot table tops. The cost of a ten-by-ten exhibit space is $2100 for DEPS/ITEA members ($2300 for non-members), which includes two complimentary conference registrations. The cost of a six-foot tabletop exhibit is $1350 ($1500 for non-members), which includes one complimentary conference registration. We are anticipating a record number of attendees and exhibitors this year and sponsorships are welcomed. Sponsorship dollars defer the cost of the workshop and support the ITEA scholarship fund, which assists deserving students in their pursuit of academic disciplines related to the test and evaluation profession. Tours at Kirtland Air Force Base

Live demonstrations and tours of the Active Denial System and the Advanced Tactical Laser at Kirtland AFB are planned for Thursday morning, August 13. Attendance will be limited and particpation restricted to persons who have submitted their classified visit request according to the instructions provided below for attending classified sessions. The cost of a tour is $10 per person which covers bus transportation and one must select either the ADS or the ATL tour. Signup for a tour is available through the online conference registration (above).

People on Active Denial tour can chose to volunteer for the demonstration and experience the full power capabilities for themselves.

Tours will depart from the Conference hotel at 8:00 a.m. and return to the hotel by noon.

Security

The DE T&E conference includes sessions at both the unclassified and classified levels. In addition, some of the unclassified sessions will be Limited Participation (Limited Distribution C). Participation in the classified sessions is restricted to U.S. citizens with a secret security clearance, while attendance in the Limited Participation sessions is restricted to U.S. citizens who are employees of the U.S. government or its contractors.

All participants must present valid photo identification upon registration. No audio or video recording of any DEPS event is permitted.

Attending Classified Sessions
Persons wishing the attend classified (Secret) sessions of the DE T&E Conference will be required to submit a classified visit request via the Joint Personnel Adjudication System (JPAS). Send a visit request in JPAS as follows:

Attendees without access to JPAS can send the visit request via fax to AFRL Visitor Control Office at 505-846-2190. (If sending via fax and the attendee is from an organization other than AFRL or an off base contractor, you must submit the visit request in Memo format; Form 97 can no longer be used per AFRL/HQ.) To verify the visit request was received, call 505-846-7355.

Please submit your visit request no later than 7 August 2009.

Cell phones, cameras, laptops and many other electronic devices are not allowed in the classified sessions. Please leave these devices in your hotel room or vehicle instead of bringing them to the classified facility.

Attending Unclassified, Limited Participation (FOUO) Sessions
Participation in the Limited Participation (Distribution C) sessions will be granted to any U.S. citizen who has submitted a classified visit request. Government employees will be admitted to Limited Participation sessions upon presentation of their government employee photo identification. Others must submit a request for admission to Limited Participation sessions to show that they meet the requirements. The request must be on company letterhead, must be signed by your company FSO or your immediate supervisor, must identify you by name as a company employee, must state your citizenship, must include your social security number, and must state that you have a valid need for access to the information to be presented at this meeting. Call for Papers

Papers are sought on topics related to (but not limited to):

  • Actual DE testing results
  • DE T&E data collection, analysis, and sharing
  • Non-US DE testing
  • DE safety issues, practices, and solutions
  • DE bioeffects
  • Present and future DE test range capabilities
  • Modeling and simulation (M&S) support of DE T&E
  • DoD range capabilities and improvements

Abstracts
Abstracts submitted for consideration should be received by 15 May 2009. Note: abstracts are still being considered for some sessions. All abstracts must be UNCLASSIFIED and capable of being cleared for public release. Abstracts should be non-marketing, pertinent to the conference theme, and include the following information:

  • Title of the paper/presentation
  • Authors' name, organizational affiliation, postal and email addresses, and telephone number.
  • Preference for oral presentation or poster paper session
  • A short synopsis of the paper - no longer than 500 words.
  • Classification level of presentation. One of three choices:
    • Secret U.S. only (restricted to U.S. citizens holding Secret security clearances)
    • For Official Use Only/Limited Distribution C (restricted to U.S. government employees and contractors who are U.S. Citizens)
    • Unclassified, public release (completely open, for example, to international attendees and to the press)

Selection of a paper for the Conference will be based on the abstract content and applicability to the conference subject. Papers selected for presentation will be based on final session subjects, classification level and the preferences of the session chairs.

Note: If too many oral presentation submissions are received, some of the presentations may be moved into the Poster Paper session. Authors will be notified of this decision. No classified papers will be selected for poster presentation. The poster session will be scheduled without conflict with other sessions and expanded to accommodate the need for detailed exchanges between colleagues.

Abstracts should be submitted online by completing this form. For questions on abstract submittal, please contact one of the technical co-chairs.

Authors are encouraged to submit papers as well as presentations. Papers accompanying presentations selected for the technical program will be published in the Conference proceedings and should follow the DEPS Conference Paper Format instructions. Upon author approval, papers may be forwarded to the Journal of Directed Energy for consideration.

Authors will be informed of acceptance starting in mid-June.

Presentations
Unclassified presentations (public release and FOUO) should be submitted directly to your session chair and are due by 3 August. Unclassified presentations must be accompanied by a completed presentation release form. Papers
