The Fifth Annual High Energy Laser (HEL) Lethality Conference assembled scientists and engineers interested in High Energy Laser (HEL) weapon lethality. The HEL Lethality Conference objectives were:

(1) to use the forum as a means to inform the HEL community and potential HEL Weapons implementers of the latest findings regarding lethality work, and (2) to continue to cultivate synergism between the HEL communities to effectively transition Directed Energy Weapons to the warfighter.

  • Attendance at all sessions is limited to U.S. citizens with a classified visit request on file and who are employees of the U.S. government or its contractors.

The HEL Lethality Conference plans to issue a proceeding that will consist of papers only (formal manuscripts, not presentations or posters) that have been released by a sponsoring government agency and have proper classification markings. Based on prior year experience this proceedings will be classified Secret/NOFORN and will be limited distribution D.

Call for Papers

Papers (presentations as well as poster papers) are solicited in the topic areas described below for the Fifth Annual High Energy Laser (HEL) Lethality Conference. The conference will be held at the Naval Postgraduate School, Monterey, CA on 3-7 March 2008 as a part of the Directed Energy (DE) Systems Symposium. The HEL Lethality Conference will be conducted in parallel with the High Energy Laser Beam Control Conference, the Directed Energy Modeling and Simulation Conference, Employment of DE Weapons Conference, the DE Effects Mitigation Conference and the High Power Microwave Workshop.

Symposium

Potential topic areas include:

1) System Level Target Vulnerability Assessment

HEL lethality studies conducted by program offices and other research organizations working in the area of systems engineering and target system response will be featured. This includes engagement level analysis and system data supporting the development of HEL weapon lethality criteria for targets of interest. Topics for consideration in this area include:

  • HEL Lethality Demonstrations
  • Systems Engineering Modeling and Analysis
  • Foreign Target Description
  • Target Vulnerability Assessment
  • System/Sub-system Test Results

2) Laser Effects

Work sponsored by program offices and other organizations conducting experimental research will be presented. This includes basic optical, mechanical and thermal investigation on materials, components, and systems. Continuous Wave (CW), pulsed and ultra-short pulsed (USP) laser effects will be covered. Topics for consideration include:

  • Material Interaction
  • Component Response
  • EO/IR Sensor Susceptibility
  • Human Effects
  • Test Facilities, Instrumentation, Diagnostics and Techniques

Submission Instructions

Abstracts
Abstracts must be unclassified and are due 26 October 2007 for consideration in the HEL Lethality Conference. Abstracts should include: paper title, description of the paper (250-word maximum), authors' names/organizations, lead author contact information (telephone, email, and fax), expected classification of the presentation and paper as well as the expected distribution restrictions. Abstracts should be submitted in electronic form, preferably by email, to

Although they will be accepted as late as 16 November, early submittals will be given special consideration. Authors will be notified on or before 30 November 2007 of acceptance of their paper for presentation and/or publication.

Presentations
In order to assemble the presentations for the conference in a timely manner, authors are requested to submit the sponsoring Program Office approved version of classified (and unclassified) presentations no later than 8 February 2008..

Authors are requested to submit presentations on electronic media (CDs preferred) with the accompanying presentation release form (completely filled out and signed) to the address below. (This MS Word form can be completed electronically, then printed for signature and mailing.) It is the responsibility of the lead author to obtain all approvals and releases for presentation. All submitted materials must be appropriately marked for security classification, including unclassified presentations as well as identification of any distribution restrictions. Additionally, please identify the presenter (if different) and update contact information.

Microsoft PowerPoint format is preferred. Please identify the application of any movies or embedded files. The presentation should be appropriate for 30 minutes of presentation (including questions). Font sizes should be large enough for those in the back of a large auditorium to read. Unclassified presentations should be mailed to the address listed below for the "Inner Envelope". Papers

Papers should be submitted in either Microsoft Word format, which is preferred or Adobe Acrobat format (PDF file). Include full information (including address, phone, fax, and email) for corresponding author. It is the authors' responsibility to ensure that the paper has not been published, nor under consideration, elsewhere.

Security
Classified materials must be marked In Accordance With DoD 5200.1-R, Sections 5.2, 5.3 and 5.4 and Executive Order EO 12958 "Classified National Security Information," dated 23 March 2003.

Classified Documents
Mark each section, part, paragraph or similar portion to show highest classification level of the information in that particular portion. Place markings in parenthesis and at the beginning of the portion. Mark subject and title lines after the portion. Mark illustrations, charts, and graphs within or next to the portion.

Overall Document Marking
Indicate highest level of classification of information within the document on the top and bottom of front cover, title page, first page, and on the outside of the back cover or last page.

Page Marking
Place the overall page marking at the top and bottom of each page containing classified information. Spell out the appropriate classification, e.g., CONFIDENTIAL or SECRET. If possible, use upper case letters larger than normal page text.

Distribution
Distribution statements of technical documents must be identified in accordance with DoD Directive 5230.24, Paragraph 6. Papers with distribution statements A, C, and X are encouraged to facilitate publication of the technical data in the proceedings.

Presentations at the HEL Lethality Conference will be limited to those personnel with a proper visit request, clearance, and a need to know on file at the conference. All presentations must have an authorized distribution statement on the first page. Presentations containing Distribution Statements B and E will not be presented at the HEL Lethality Conference.

Primary distribution of the proceedings is to attendees with cleared facilities. All papers must have an authorized distribution statement on the first page. Papers containing Distribution Statements B, E, and F will not be published in the HEL Lethality Conference proceedings.
