The modeling and simulation of Directed Energy phenomena, devices, systems, engagements, and missions
is expanding in importance as DE systems are being developed and acquired. The heavy dependence upon M&S
throughout the lifecycle of modern systems makes M&S critical to transition and acquisition success.

The Seventh Annual Directed Energy Modeling and Simulation (M&S) Conference will be held at the
Naval Postgraduate School, Monterey, CA on 6-10 April 2009 as a part of the Directed Energy (DE)
Systems Symposium. The scope of this conference encompasses:
- Physics and engineering, engagement, mission, and campaign level M&S
- Live, virtual, and constructive M&S
- High Energy Laser (HEL) subsystem modeling
- Classified and unclassified topics
- Government, academic, and industry viewpoints
- Technology and modeling techniques
- Model fidelity assessment
- DE M&S in test and evaluation

- One of five conferences making up the DE Systems Symposium
- Attendance at all sessions is limited to U.S. citizens with a classified visit request
on file and who are employees of the U.S. government or its contractors.
Details regarding conference location, security restrictions, and short courses, as well as
fees and registration are shared among all conferences making up the Systems Symposium and can be found
on the main Systems Symposium page.
Proceedings
The proceedings from this 2009 M&S Conferences will be included as part of the 2009 Systems Symposium
proceedings and
will be available for purchase from the DEPS online store.
Call for Papers
The DE M&S Conference Technical Program Committee is soliciting contributed papers and
poster papers to be presented at the Conference in areas outlined under scope above. Special
consideration will be given to papers that relate the above technical areas to the role of M&S
in the technology transition process. Specific topic areas of interest are:

- DE Systems Engineering and Military Utility: DE Systems provide unique challenges to the
systems engineer as the capabilities of the technology must be balanced with the requirements and the
constraints inherent in DE weapons. Papers and presentations summarizing M&S of current and future DE
capabilities are invited, especially where system engineering practices have been utilized.
- Physics and engineering, engagement, mission, and campaign level M&S: Papers and presentations
detailing the use of DEWs specifically for C-UAV, C-MANPADS, C-RAM, and C-IED with required power,
beam quality and duty-cycle versus range, atmospheric conditions, and engagement geometry will be a high
priority.
- DE Subsystem M&S: Modeling and analysis of DE weapon subsystems such as laser source;
beam control; electrical power generation, power conditioning & energy storage; platform integration;
and thermal management. Requirements, risk, performance, volume & mass scaling, and cost estimation are
of special interest. Special emphasis is placed on solid-state laser (SSL) presentations addressing
physics and system-level modeling of bulk and fiber SSLs. Interest is in modeling techniques, benchmarking
of system-level to physics-level models, model fidelity and speed, and VV&A. Modeling of Beam Control
subsystems using conventional and non-conventional means for pre-conditioning and projecting HELs are of
interest. Scaling using various beam combining methods that include coherent, incoherent and spectral
combining is of interest; and its affect on system size, weight, electrical power, thermal management,
and performance.
- Atmospheric Propagation: Scaling-law performance codes have widespread use in HEL engagement
and mission modeling. However, these codes do not adequately model the complex beams from bulk and fiber
solid-state lasers (SSLs). This is especially important for determining whether target lethality criteria
are being met. Thus, presentations addressing atmospheric propagation modeling from laser exit aperture
to target are solicited. Topics of interest include modeling and simulation of coherently and incoherently
combined beams, phased-fiber arrays, beam quality, atmospheric turbulence, stressing horizontal propagation,
adaptive optics, thermal blooming, and beam temporal and spatial representation on the target. Comparison
of model and test results, benchmarking, and VV&A are also of interest.
Submissions
Abstracts
Abstracts must be unclassified and are due 5 December 2008 for consideration
in the DE M&S Conference. Abstracts should be approximately 1000 words and include: paper title,
description of the paper, authors' names/organizations, lead author contact information (telephone,
email, and fax), expected classification of the presentation and paper as well as the expected
distribution restrictions. Extended abstracts are encouraged to allow the author to fully describe
their planned paper.
The expected classification of presentations can only include Unclassified, Confidential,
Secret, and Secret NOFORN. In addition, material with Distribution Statements A (Public Release),
C (Government and their Contractors), D (Department of Defense and their Contractors), X (Export
Controlled), and F (as directed by DoD controlling office) will be accepted. Note that distributions
A, C, and X are encouraged to facilitate distribution of proceedings; material designated as distribution
B and E will not be accepted; and presentations having Distribution Statement F will not be published
in the conference proceedings.

Authors will be notified on or before 19 December 2008 of acceptance of their paper for
presentation and/or publication. Submissions will also be considered for the poster session.
The poster session will be scheduled without conflict with other sessions and expanded to
accommodate the need for detailed exchanges between colleagues. Additionally for selected papers,
authors may be invited to present a poster paper.
Presentation
In order to assemble conference presentations in a timely manner, authors are requested to submit the
sponsoring Program Office approved version of classified and unclassified presentations no later
than 20 March 2009. Any presentation received after this date is subject to not being presented
at the discretion of the committee.
Authors are requested to submit presentations on electronic media (CDs preferred). Unclassified
presentations should be mailed to the address listed below for the "Inner Envelope". Classified
presentations should be mailed as follows:
- The classified brief should be mailed inside two sealed envelopes.
- Each envelope should have a return address.
- The inner envelope should be marked with the correct classification level both front and back.
- The outer envelope should not have any classification markings.
- The addressee for each of the two envelopes should be

embedded files. The presentation should be appropriate for 30 minutes of presentation (including questions).
Font sizes should be large enough for those in the back of a large auditorium to read (minimum 20 point font).
In addition, all presentations require that a presentation release form
be submitted. This MS Word form can be completed electronically, then printed for signature and submission.

Papers
Authors are encouraged to submit papers as well as presentations. Papers will be published as part of
the Conference proceedings, and upon author approval, may be forwarded for consideration by editors
of the Journal of Directed Energy, a peer-reviewed publication.

addresses as described above for presentations.
In addition, all papers require that a paper release form
be submitted. This MS Word form can be completed electronically, then printed for signature and submission.

Note that it is the responsibility of the lead author to obtain all approvals and releases for publication,
and to ensure that the paper has not been published, nor under consideration, elsewhere.

Security
Classified materials must be marked In Accordance With DoD 5200.1-R, Sections 5.2, 5.3 and 5.4 and
Executive Order EO 12958 "Classified National Security Information," dated 23 March 2003.
Classified Documents
Mark each section, part, paragraph or similar portion to show highest classification level of the
information in that particular portion. Place markings in parenthesis and at the beginning of the
portion. Mark subject and title lines after the portion. Mark illustrations, charts, and graphs
within or next to the portion.
Page Marking
Place the overall page marking at the top and bottom of each page containing classified information.
Spell out the appropriate classification, e.g., CONFIDENTIAL or SECRET. If possible, use upper case
letters larger than normal page text.
Overall Document Marking
Indicate highest level of classification of information within the document on the top and bottom
of front cover, title page, first page, and on the outside of the back cover or last page.
Distribution
Distribution statements of technical documents must be identified in accordance with DoD Directive 5230.24,
Paragraph 6. Papers with distribution statements A, C, and X are encouraged to facilitate publication of
the technical data in the proceedings.
Presentations at the DE M&S Conference will be limited to those personnel with a proper visit
request, clearance, and a need to know on file at the conference. All presentations must have an
authorized distribution statement on the first page. Presentations containing Distribution
Statements B and E will not be presented at the DE M&S Conference, and those with
distribution statement F will not be published as part of the conference proceedings.
Primary distribution of the proceedings is to attendees with cleared facilities.
All papers must have an authorized distribution statement on the first page. Papers containing
Distribution Statements B, E, and F will not be published in the DE M&S Conference proceedings.
